Blue/Cyan boxes over text

My system crashed the other day, not exactly sure of the problem but it wouldn't recognize the windows install when I booted. I needed to format anyway so I installed a new windows XP install on a second hard drive. I can still access everything on my original.

I retinstalled windows and all of my software including Civ. I updated to 1.61 and also installed the HOF mod again. I didn't play Civ prior to installing both the patch and the mod so I don't know if either of them cause the problem. Basically I am getting blue/cyan rectangles in place of certain text fields in the game. Mostly just over city names and some menu titles.

I am also getting a lag in performance compared to what I was experiencing prior to the new install. Just seems to lag out a lot and the animations seem to take a little longer.

I have the same hardware as before except that it is running on a different HD but both have the same speed and cache. I have the same drivers for everything including video that I had before. Not sure what exactly has changed.

Is there a way for me to find the old settings file and copy that to the new install so that all of the settings are the same as before? Perhaps I am not selecting all the same options.
 
Find the original ini file under X:\documents and settings\<username>\My Documents\My Games\firaxisgames\sidmeiersciv\. Maybe you could try the "compare directories" function of e.g. Total Commander to see differences. Consider posting a screenshot with the rectangular text.

Nice! Have you perhaps installed a different version of windows (e.g., regional)? Have you installed service pack 2 and further windows updates?
 
I installed the US version of Windows and updated to SP2. I even installed a large font pack to make sure that I wasn't missing a stupid font. No idea what is causing this still. It doesn't really bother me playing, just kind of annoying to have to hover over a city to see what is going on in it all the time.
