Ghengis Khan asked for a declaration of friendship while at war in a recent game. I don't have a save game handy but may be able to retrieve one.
There was nothing else notable about this game, other than that just prior to the war I had bribed him to declare on a neighbor (Indonesia). A few turns later, he surrendered one of his cities in a peace deal.
