BNW promotion bug?

I'm sitting in front of barbs camp with one archer with 2 rough terrain promotion.
I keep shooting at the archer inside the camp but i'm not getting promo points at all
Is that a bug?

Not a bug. Barbarians stop giving XP after a certain amount, and this has been the case since vanilla if I recall correctly.
