Bombard question

I understand what range is, that one is self explanatory. What does the number for bombard represent? How does it effect the chance of success? Rate of Fire, what is this? How does this effect damage done? I thought that a rate of fire of 2 would do 2 points of damage, but often my radar artillery only does 1 point. Does this number mean anything?

You fire twice. Each shot is tallied up individually. Sometimes you get lucky and both hit, sometimes not.
 
I beleive the bombard value for a unit is similar to an attack value. For example, if you have a cannon (bombard 8) attacking a cavalry (defense 3), your cannon would have an 8 out of 11 chance of hurting the cavalry. I don't know what the "defense value" for buildings and population are in cites, but I think that's how bombardment works.

A rate of fire value of 2 would simply give you 2 8 out of 11 chances to hurt the cavalry.
 
How is it then that when I Edit a destroyers Rate of Fire to either '1' or '0' it STILL fires multiple times in the same turn?? Another game flaw, Firaxis?
 
I currently am bombarding a enemy town with the cannon and it just destroying some buldings each time it fires. Such as last turn it destryoyed there barracks and then there temple.

When bombarding cities there are 3 possible effects:

1. destroy an improvement
2. kill 1 population point
3. damage a defending unit.

NB: bombarding will not kill citizens if the city is only size 1.
