Bombers can wreck neutral improvements

By accidentally misclicking, while giving bombing orders to my bombers, I noticed that at least:
if you're at war with AI X
if you have been denounced by AI Y

your bombers can bomb and wreck improvements in Y's territory while you're not at war with Y. Districts and units of Y cannot be bombed. (It seems, you can bomb city states' improvements as well). Fighters do behave, i.e., they cannot do anything to Y, only bombers. Could not yet test in completely neutral situation, when not at war at all, and on AI which has not denounced me.
 
Update:
done some more testing, and apparently it is so: if a bomber has a valid target in range (enemy AI or barbarian too, I think), it can bomb and wreck tile improvements on neutral territory, be it other AI or city states you are not at war with. Denouncements do not matter.
Attempts to nuke neutrals, as well as attempts to bombard with ships trigger warning that this will star war, so only simple bombing is bugged.
 
This happened to me too.

The mechanics make misclicking easy too. The bomb gets selected, you click the bomb target icon, then, because the target is offscreen, click on the map to drag-move it, and you have targets a random field.
 
I had the same issue, accidentally bombed a civilization that had not denounced me this led to the following sequence of events:
1. I accidentally bomb Norway
2. Norway demands I remove my troops from their borders
3. I search extensively for the troops they are referring to and there are none
4. Norway denounces me for breaking my promise to remove my troops from their borders.

My guess is that they registered the bombing as troops on their border that couldn't be removed.
This exact scenario has played out more than once, I enjoying using bombers and am not careful with my clicks.
