Bombers wont bomb

I had gathered a fleet of bombers (About 30) to soften up my arch enemy city defenses before
sieging them. But to my suprise many of them refused to bomb that city, other cities and
ground troops did work. In the next turn some would bomb that city but still many wouldn't.

Is there something I missed about bombers or have i found a bug?

Bombers have a maximum damage threshold (50%) that they will deal to units. So if every unit in the city was damaged to that level, you would not be able to use "air strike mode" any more on that city. The next turn, your enemy's units would have healed a little, allowing you to perform more airstrikes until all units were once again reduced to 50% health. Bombers are pretty strong for support, but you definitely have to bring enough land-based units as well to clean up the damaged enemy forces.
