I was looking at the IGN Gamescom video and thought I may have picked up on something with the borders.

Dashed Line = Open Borders
Solid Line = Closed Borders
Civ Colour and Black Alternating Dashed Line = War
See the times below from the video that brought me to this thought. I wasn't able to watch the live Dev walkthrough before it was removed, so not sure if this idea was mentioned there. Nothing ground breaking but I'm really liking how everything is on the map for you to see without having to go either off your memory or going into a bunch of screens.
20sec- They found the city Aachen and the cities borders are a dashed line. As the devs have mentioned before at the outset of the game you can waltz through enemy territory unabated and everybody has open borders.
4min- They run into London and the borders are also dashed and it's still fairly early game time at this point.
5:52 - They show Aachen with a solid line for their border and this is at turn 92. By this point we know they will most likely have gotten the civic that would allow them to keep the borders closed unless open border policies are used.
7:17 - They are attacking Zanzibar and their borders are a yellow and black alternating dashed line.
