Unsure if I missed it- but is there a way to swap someone else's tiles to your own?

Also, can a cities borders outgrow the tiles they use (like in Civ V?) It's nice to have parts of the map painted your color :3.

Yes, borders can grow up to 5 tiles away, same as in ciV. But I don't think you can make someone else's tiles yours, like in CiV with great generals, unless you take their city.
Actually I've heard talk there is one GP that can do this but I've never encountered it yet

I just wish the border growth was faster, filling in the spaces between cities. That would seem more organic and realistic to me.

Side Note:

You can swap tiles between cities however you cannot swap tiles that are adjacent to the City Center and therefore you cannot build districts that belong to one City Center adjacent to another City Center

yes click on a city than the head (citizen manager) you will see the tile of another city if it's in range and it will say swap click it. that tile is now that cities.

Do adjacencies apply for the districts and the farms over the border, between neighbours?

You can work a tile 3 hex away even if it is adjecent to another city, it happens when your first city borders grow and you lock this tile, then you place new city near this tile. But swapping this hex to the new city can't be undone. Don't know if this hex can be used for building district for first city.
