I don't know if anyone has experienced this - but when one civ is at war with another and you are in the middle of the two civs. They send large hoards of soldiers trekking across your land and the only choice you have is to tell them to get off your land or declare war (after the first few warnings). If you are lucky they move - if not they declare war on you and they have these large armies already poised for attack. If you do decide to tell them immediately after they enter your land and they are still a few blocks away from the closest city and they agree to move themselves - the very next round they are back - as if they did not hear you the first time.
Is there something they can add (in the next patch) to allow only certain points of entry (when at peace) - like border posts/gates - so that you can prevent them from entering unless they pay a fee of something to gain access to you land ,and only allow random access when you are at war
