I think its been downhill since 1.16.
Other than fixing the problems 1.17 caused, i don't think the list of changes 1.21 gave us were too spectactular. 1.17 was pretty flawed, a two month waiting period is a long time to play with a broken game. I wasn't very impressed with what was accomplished in those two months.
The tech trading changes were great, but now with 1.21, theres a 3-4 second delay every time i'd like to open up the diplomacy screen. Do this with 12-15 civs, every turn or two and it adds up. At least with 1.17 i only had to check one civ to see if a tech had become available, what a luxury.
I don't like the decrease in size huge maps recieved either. My opinion may change if we were provided an actual reason for it. Speed couldn't have been the problem since my game runs much slower with 1.21.
While easily corrected in the editor, i'm not exactly proficient with it, and this would exclude me from community events such as the HOF. It seems for the most part, players would rather not edit the game, but play within the rules given to them, like them or not.
