From my experience, it appears the Dutch and English are pretty intent on building Wembley early. Solution: conquer/vassalize England straight away, followed by conquering Amsterdam. You'll definitely at least need some more transports, but it's possible that your initial units could be able to do both. London is a science powerhouse relative to your other cities and Amerstadam pumps out great people every 5 or so turns with Constitution. This strategy also allows you to get Microbiology (and the associated jungle chops) earlier, as you can delay researching Radio.

The one drawback to this is slaves become much harder to come by with no Dutch South Africa, so a naval blockade may work better, unless you want a Brazilian South Africa as well.
