"Breaking Your Promise" bug

Good day. I am playing Civ5 on Steam with G&K, BNW, and the Mongolian DLC.

I am getting repeated "You promised not to settle near me and broke your word" diplo hits which is very irritating. I have never promised to not settle near anyone, and have always told other civs to shove off.

Is there no solution yet?
I've attached the last autosave the turn before the accusation (or the turn the latest accusation happened, not exactly sure). The accuser is Rome.

Should I bother with uninstalling and reinstalling? I've had civ5 installed for a couple years now.

Reinstalling won't solve the isuse as I can confirm that I've experienced this as well.

In fact, it occasionally even happens to spying - I steal one tech from them and then promise to not spy again but a few years down the line they suddenly have the broken promise modifier for spying. I believe it may be some bizarre instance of them spying on ME counting as breaking the promise after my spy kills their spy. But I have no conclusive proof except for remembering finding these modifiers applied when I quite confidentally knew I hadn't broken any promises.

This happens with buying land as well.
