Broken building Deep Space Plasteel Factory, provides no Plasteel

I think that I found a bug in the building "Deep Space Plasteel Factory" from the Transhuman Age:

• Factory is build in Deep Space locations (Asteroids, Gas Giants, Moons)
• Factory is listed in city building lists. Hovering over the tooltip of the list entry show an info tooltip that reads: Deep Space Plasteel Factor [...] Provides Plasteel (Player has 0).
• Dependent building (Venus Surface City) cannot be built (no Plasteel).

Please excuse me, if I have missed some obvious game mechanics in advance. I tried to check the civipedia thoroughly.
