Broken Star - Oil bugged?

Hi guys,

I started up broken star scenario and founded a city near the southeast coast. There is oil right off the shore within range of my cities culture. I made a workboat and created an oil platform. Yet it's not showing oil for that city or any of my other cities!

Any idea why this would be the case?

you saying it needs something it doesnt?

It needs to have a direct water path to a city. Pop the borders of Novgorod again and you'll have oil.
