broken UHV help

I'm trying to code UHVs for Celts. For some reason, the one that requires building of 5 barracks/stables/duns is the only one of the three that works. The one that requires controlling 3 cities in the British Isles (along with definition of tBritishIsles) does not work, nor does the one that requires no loss of any city by 600AD. I've included victory.py in text format. If someone could take a look at it and let me know if they can spot why the Celts' code doesn't work I'd appreciate it.

I had a look at it, and while I have no knowledge of programming whatsoever; I noticed that the third or fourth line in the Celtia section is REALLY long. Much longer than any other civ. Maybe the problem lies there?
