BTS bug?

I have a city that will not let me build Versailles. It simply doesn't show up in the build list. In a nearby city, Versailles is there to build. Is this a known bug, or have I simply missed some requirement to build Versailles?

You can't build it in your Capital or in a city with the Forbidden Palace.
