BTS Voice Chat: Others can't hear me

Hello all, I've done a search but couldn't find an answer to my problems, so I apologize if this thread is redundant.

I'm running The Fall From Heaven 2 Mod off of BTS 3.19 which I installed using Civ4 Complete. I've created a multiplayer Direct IP Connection game. The other guy in the game could not hear me, when I was voice chatting though.

We both had Voice Chat Enabled
I had my Recording Device Volume set to maximum
I had my ingame Master Volume and Microphone Volume set to maximum
All other game sounds were turned off
I used scroll Lock + Shift to Voice Chat as the manual states

I previously tested my microphone and it could record and playback on my own computer just fine.

So is there something that I'm missing as to why the Voice Chat isn't working? I'm quite perplexed at this problem.

is voice disabled in the civilizationIV.ini? look for the enablevoice line - is that set to 1 or 0?
