Hello everyone.
I seem to have a bug in my BTS game (Patch 3.19) regarding the "Warships" quest (build "X" number of Triremes [for me, it was 11 on my Huge map]). Normally, the quest is supposed to give me a reward of a free Combat I Promotion for all my Triremes, OR a choice between that and a +2 Commerce boost to my Harbors ONLY if I've built The Great Lighthouse. However, given that I was Japan and that I didn't start out in an area that gave me easy access to the sea (I only got my first port settled at around ~500 BC or so), I didn't feel that the Great Lighthouse was necessarily a top priority, and so when I finally felt I could go for it, it turns out I wasn't able to build it before someone else did. Therefore, I didn't control it before I finished the Warships Quest.
However, when I finished the Quest and was prompted to pick my rewards, the only option I had available to pick was the second one (the +2 Commerce to Harbors, which supposedly requires the Great Lighthouse), with the first one (the standard Combat I promotion) grayed out and unavailable! It's as if the game's code suddenly switched the rewards or something, giving me the reward I shouldn't be getting and not letting me get the reward(s) I should.
Has anyone else had this kind of bug happen to them (either in the "Warships" Quest or in any others)? If so, is it fixable, or am I stuck with it? And if it is fixable, how do I fix it so the game works the way it should?

{P.S: Of course, I'm not complaining at the idea of getting a commerce boost to harbors for my ports as a reward in general. It's just that the structure of the game and my knowledge of it lead me to understand certain things that should be available for doing certain things, and so they should happen that way. Otherwise it throws plans and strategies built from personal knowledge out of whack. It's kinda like what would happen if you pick an aggressive leader like Genghis Khan(Mongols) or Montezuma(Aztecs), expecting to get the Combat I promo for all the Melee units you build (like the game tells you you'll get at the Leader select screen), only to get something like the City Garrison promo for those units instead. It alters your strategy completely, all on a lie.
