Budget Requests - Term 4

Cyc, here are my requests, hopefully you can approve them.
After Corinth's queue has been over ridden (after the temple is rushed according to your plan) I've over ridden it to University and would like to request funds for rushing the university after 1 turn of work is on it (or more, but the sooner the better) and the same for Pharsalos. These are cities that are at high cultural flipping risk and we can not allow that. Also, should they flip, huge amounts of military might (about 10 artillery, and 2 armies, plus some infantry) when put together and that is not a loss we can allow either. In turn 1 we could use a rush of a library in Needs a name, costing roughly 150 gold. Also, a temple in Oka will cost 182 and will be completed in 19 turns otherwise, I'd like to request that.

I don't have a problem rushing the Library in Needs - a - Name per your request. As the Governor of Ameri appears to be MIA, he can't post the acceptance of the offering.

The temple in Oka is also approved.

@ Octavian X - The marketplace in Cumae is not a priority at this time and is fairly expensive to rush. It will have to wait a bit, so we can increase our bank total.

With the war upon us, we must think of Military spending and production in most of cities. The Domestic Department is offering a large chunk of the current bank to clear current build queues. In doing so, this will free the cities with barracks for producing units.
The Domestic Department would like to stay away from Mobilization, and this seems to be a quick way to get on the right track for Military production, without committing to the possible long term requirements of Mobilization.

144g - rush Marketplace in Delphi
376g - rush University in Pharsalos
208g - rush Courthouse in Seantoria
232g - rush Aqueduct (with change) on turn 5 in Phoenix's Den
196g - rush Granary (with change) in Lugdunum
052g - rush Granary in Memphis
136g - rush Cathedral in Seattle
260g - rush Courthouse in Atlanta
344g - rush Police Station in Chicago
224g - rush Granary (with change) in Needs-a-Name
400g - rush Aqueduct (with change) on turn 1 in Byzantium
208g - rush Marketplace in Cumae

Total amount - 2780g
Percentage of Bank - 94%

This post may change before the next chat.

EDIT: I take back my request to rush the airport in Chie as Donsig's adjustment below (switching Malico to Bombers and Chie to Tanks) is a better .

I have set both Khatovar and Malinalco to bomber production as these cities already have airports. I'm switching Chie over to tank and infantry production. I would like to build an aqueduct in Chie first. It would be ready next turn without using gold.

I hope this meets the needs of the military department.

As of this time the following Offerings have been accepted and the following Budget Requests have been approved:

This document will start with a brief statement about PDX. The main goal of this turn chat for the Domestic Department is to rebuild PDX in a manner that will allow the city to quickly regain it's status as a world class city. The build queue posted by crabapple shows the correct production order. The listed improvements will be built freely and on a normal schedule by the PDX citizens. The exceptions to this will be the University and the Cathedral. The University will be rushed on turn 4 with approximately 400 gold. The Cathedral will be rushed on turn 8 or 9, depending on the cost. A preliminary figure of 540 gold has been authorized for this rush. I will attend the turn chat and help with this decision.

052g - rush Granary in Memphis
344g - rush Police Station in Chicago

16gpt (320g total) and 2 gold up front for a Trade Embargo with India against the Iroquois.
17gpt (340g total) and 1 gold up front for a Trade Embargo with England against the Iroquois.

No other funding is approved at this time.

This document may change before the next turn chat.

FA has requested in the proposal thread sums of 16gpt+2gold and 17gpt+1gold for use of Trade Embargos. The Domestic Leader replied preferring these sums but I wish to double-check it is approved. Is it approved?

Yes, chiefpaco. Thank you for bringing this matter to my attention with a request for the funding in this thread. Unless the requests for specific funding are posted here, it's hard to keep up with all the proposals. I am assuming you will be implementing the funds in pre-turn. 33gpt and 3 gold up front is authorized for Trade Embargoes.

344g - rush Police Station in Chicago

One third of the citizens of Chicago are unhappy due to overcrowding. The city lacks a cathedral which would cost the same as the police station while reducing unhappiness probably to the point of initiating a WLTKD with its added benefit of reduced corruption. I humbly suggest that the domestic department withdraw funding for the police station and offer the funds for a cathedral instead.

The FA Dept is requesting budget allocation for planting spies for the next round. Each planting of a spy must pass citizen approval first, with cost in mind.

Here are the costs:
Rome, 72
Aztecs, 87
India, 105
Babylon, 104
China, 70
Zulu, 108
England, 141

If approved, 1 spy would be planted every other round. So, we may plant spy 1 in turn 0, spy 2 in turn 2, spy 3 in turn 4, etc...

At this time, the following Offerings are available for the 7/20 turn chat. If you are a govrnor of one of these cities and wish to accept the funding for rushing an improvement in that city, simply make the change in the queue (if required) and post a (rush) by the improvement or some other fashion indicating the rush in the Turn Chat Instructions thread.

080g - rush Cathedral in San Francisco
260g - rush Marketplace (with change) in Byzantium
232g - rush Aqueduct in Phoenix's Den
192g - rush Temple (with change) in St, Regis
104g - rush Library in Hieraconpolis
120g - rush Library in Hangchow on turn 1 (after resistance)
272g - rush Harbor (with change) in Robinville on turn 8

Total - 1369g
As some of the rushes take place after Pre-turn, showing the total as a percentage of the Bank is not applicable.

This post may change right up to the begining of the turn chat.

The military Dept. requests the funds for the following Spy/Embassy operations. for our war against the Iroquois.

035g - Investigate Grand River
088g - Investigate Tonawanda
174g - Investigate Salamanca

Edit: (Figures provided by Donsig)

I believe funding will be available for the covert intel gathering on the three cities proposed by Donsig and requested by General Falcon02. As far as funding for spies, could you please provide links to the approval polls that justify the expenditure?

I may not be able to. I won't be around when the spy polls close in time to post the final results. I pushed the time limit of the polls right up to the Turn Chat time and I will not be able to post them here before the Turn Chat starts for approval. I was looking for approval of the budget manager to budget for any poll that passed citizen approval, in the hopes that a democratic vote would be supported. Then I could point the Chat group in the direction of the polls to determine if each spy is to be planted.

At this time, the following rushes and requests have been approved:

080g - rush Cathedral in San Francisco
120g - rush rush Library in Hangchow after resistance is quelled
272g - rush harbor in Robinville on turn 8

297g has been approved for the Military Dept. for covert intel gathering in the Iroquois cities listed in the Military Dept. post. These espionage missions should take place on pre-turn.

New Cormyr has not posted build queues at this time.
At this time no other funding is approved.

Because of my restricted play/forum time this week, Lovro's unexpected vacation, the unforseen upgrade, and the short time between chats, there will be no offerings for Tuesday's chat. Normal Department requests will still be honored. This is only temporary.
