Legendary Builder
I've stumbled now twice on a weird glitch. Steps to reproduce the bug:
1. Create a Great Artist Work in a recently captured city
2. Boom ! City expands borders and comes immediately out of revolt
3. Create a 2nd Great Artist Work in another captured city
4. The culture gets applied to the city, but it does still revolt and the border pops only after the revolt ends.
Proof:
See both the screenshot and the save attached. Take a close look at Warwick. I culture bombed a city further north before Warwick.
