[Bug] Can't put new unit to sleep on city tile

- Great general spawns on city tile
- Cannot put general to sleep, only options are basically "move"
- Move general 1 tile off city, move immediately back
- Now you can put the general to sleep on the city tile

This shows up in a lot of other cases where you spawn a unit. Sometimes I want to simply leave a unit in the city, but when the city creates it, there's no way to leave it there without moving it off the city tile and back on.
