[Bug] Diplomacy: Pact of Cooperation

In my current game, Ramses turned down (at least according to the in-game text ) my offer for Pact of Cooperation but the text immediately switches to 'I'm done working with you'

And diplomacy overview shows the pact is actually active.

Anyone experienced this? Sorry no saves.
