[Bug] Disappearing citizen when population too high

Somehow my population disappeared when city population is too high. This is the second game I experienced similar bug. I thought the first one was just one-time thing but apparently the exact problem repeated. It only occurred in one city with this particular specification:
- It's a holy city, founded by myself
- With founder belief apostolic tradition, the one that gives holy city food and GAP when missionaries spread its religion
- By spamming missionaries for plenty of turns it gives insane total amount of food. The population of my holy city becomes more than twice the second most populated city
-Somehow my specialist slot is empty whilst every workable tile is occupied but no laborers
- The total citizen shown in the upper left of city screen does not match available citizen

If it is required to post via github please tell me how. I'm curious about this particular bug.

Post in github you need some logging enabled. I don't believe the citizens are missing, but rather ill-properly assigned to the UI.
 
I've had this issue myself once a while back, but the citizen didn't disappear but the city refused to work any specialists until I hit "avoid growth" or toggled them manually.
 
Hey! I have the same bug, except my "missing" citizens do show up as laborers. Getting the laborers into a specialist slot, however, is tricky. Have to jiggle the focuses a little, switch to GP focus then back again. Doesn't always work. It seems to happen only when all workable tiles are already filled.
