In conquests 03 I noticed again something that happened to my before.
I'm in feudalism and all the is done by slaves. It takes them 12 turns to build a mine on grassland. After I change government and become democratic, nothing changes: it still takes 12 turns to build a mine. Imo it should have gone down to 8 turns. After the discovery of replaceable parts the building of a mine goes down to 4 turns. This now is the correct amount. But I don't know why it didn't go down to 8 after becoming democratic?
Has anyone else the same experience or am I missing on something?
