For Civ VI I believe it was 21, althought it was possible to start with 30 maximum, pantheons would run out, and it would break gameplay.

I have zero idea what Civ VII will be. If there will be a TSL Earth map, how many civs will be possible to play at once?

I feel this number of playable civs at once, will be very low at the beginning, like 8 per Era? And after the third DLC, it could be 12?
Or something like 8-8-8 per DLC? Per Age, that means 24 playable civs per Age at once? 72 civs total?
Still a far cry from 20-30 (even 60...) of previous games... this has a lot to do with the Age system...
What's your takes??

And also will it be possible to play as Rome and Italy in the same game (given we got Italy once in the last Age)??
If the Total number will not add up, will we be confined to play with a limited number of civs per Age???

CIVII has a base for loads of possible DLC's - deblobbed civs and decoupled leaders. I see no reason to not milk it as long as possible. It can become a really big game after some time. Potential is there.
 
Presuming that every age has 15 civs then that means Crossroads of the World (4) + Right to Rule (4) + Shawnee pre-order bonus (1) = 9 which splits evenly into 3 per age. This would make 18 per age by the end.


This is basically the Season pass 12 smth equivalent of the OLD three major DLC's.
On Paper there is room for at least three Season Pass... my brain melts at this point... would it still be 18 per age at the end of all three Season Passes???

That seems too high a number for the beginning. I guess we will see for the base game maybe 8 civs for antiquity age and for the subsequent ages maybe 2-3 additional civs to allow choices. That would make 22 to 25 civs for the base game, with CRotW and RtR and Shawnee adding 9 more. They could also start with six civs at start but given that they revealed already that number I think it will be more because they need representation of at least East Asia and North and South America.
 
Max 5 civs for antiquity age ( +1 for player, 6x3 ) = 18
+2 Ai "Civs " for next "age" (2x2 ) = 4
+ 3 AI in last thing = 25 Civs on Launch :- Without any cash grab packs or future Dlc's
