Bug or tricksy AI?

So I research Printing Press and then use a GE to build the Leaning tower.. next turn 'Leaning Tower is built in a far away land' even though I knew everybody (world congress was going). I found that odd and the timing unlikely.

So I reloaded 10 turns back and sped up my research so that I finished 3 turns earlier and used the GE again. Same thing, 'Leaning Tower is built...'

So I start up the ingame editor (first time I used it, its a well done mod). I check until I find that the Leaning Tower seems to be present in England's capital, yet it isn't present? So I click on it and it suddenly comes into existence with all the proper notifications. I go back to an auto-save 20 turns back and it is still there, 40 turns and it isn't.

Now, maybe it had 1 turn to go? And with a spy in my capital it could be being really tricky and completing it? But nope, I have spies turned off. (though that would be a mean MP tactic, bit risky of course).

Really not sure what is up, anyone else ever come across this? Not complaining, more curious and wondering if this is a bug or legit.
 
Have you established an embassy with England? Or otherwise discovered London?
If the answer is No to both questions, that's why it's far away.

The rest is side effects of messing with time due to RNG; at some point changing research priorities will affect costs of those techs. Or more directly even if also did other things differently.
 
Had contacted everyone but unsure if I had an embassy with England or not (have played on since then and didn't keep a save from that time).

But the odd part was that the Leaning Tower seemed to have already been built, just not announced. In fact it appeared to be complete up to 20 turns beforehand (based on the ingame editor, which showed the Leaning Tower in England's capital up to 20 turns earlier (I may have misread the IGE but the Leaning Tower was not gray (was white, like other completed wonders in various cities))

I think it was an odd/rare bug, in that I think England did make the Leaning Tower but it was never announced/updated for some reason and so I was still able to 'build it' but as soon as I tried it triggered some check that forced the announcement.
 
That would at least explain some of the "They finish it right before me, no matter on which turn I finish wonder X!"-Threads that are posted in the steam-forums quite often.

The problem is that many people (such as the OP) don't understand how turns are processed in the game. And think it is a "bug" when it isn't. There are already plenty of similar threads which explain why this is happening.

This is not the case for me. If AI beat me, I reload my previous autosave and try to make it faster, and usually I got the wonder.

Same for me, but there were indeed some guys who insisted on the fact, that they were beaten at building a wonder 1 turn before they were done, even if they reloaded and focused on hammers so that it got built a lot faster.

Never got someone to actually upload a savegame though, so the truth of these claims remains questionable anyway.
