Bug Report: Desert War in default

I played Desert War Sencerioes, but i found that i would not adopt to Guerrilla when i got Nationalism which is required only. Is it the bug of this Modpack? How to solve that?

Not all civs can adopt Guerrilla, it's only intended for the small ones. Britain, Germany and the Allies can't adopt it.

The only bug you found is that I guess this isn't explained very clearly (it's explained in the Civilopedia but it's a bit ambiguous), sorry about that
