I played as Greece and I built the oracle, the colossus and the parthenon and I was in the middle of the temple of artemis and then the UHV said I didnt finish them, couple of turns later I finished the temple, and the UHV said I didnt, thats a bug right?

No, it's not. You have to complete all this wonders by 50 AD. BTW: There is topic about bug reports...
