Bug with Civics

I've tested this in serveral play now games, but I noticed when I go into the civics menu, all government types are available even if you don't have the required tech yet. I was able to select universal sufferage in 650BC even though facism was a long way off from being discovered in my tech tree.

Ah, well that would explain it. Had no idea that the pyramids did that. Neat.
