[1.0.1 Patch 3] Songhai get +5 combat bonus everywhere, not only on navigable rivers (huge bug...)

Hi-Koi civics should give +5 combat bonus only on navigable rivers, instead the bonus is reported everywhere, at least in the combat-preview UI (no idea if the the combat bonus is given anyway or not, if it's given anyone it's a huge bad bug).

At first I thought it was ok even if adjacent to navigable rivers, but it's reported literally everywhere; attached an example save.

This is a very notorious bug.

I attach a screenshot and 2 save files.
You can see that all Songhai units have +5 Combat buff on even dry land tiles.
This is also true when Songhai is an AI player.
Hi-Koi has to give this Combat buff to units on Navigable Rivers.

I noticed that the entire Songhai Units get +5 buff regardless of terrain.
This appears to be a bug.
I didn't see this thread, so I made another one, and several people have reported the same thing.
