bug with forestry?

Can anyone explain to me why I don't get the 10 shield bonus after clearing the forest as shown in the picture? I checked the production box after the forest is cleared, no shields added and no message popping up either. Thanks for help

It's outside the city radius.

edit: just read your other thread, sirp already answered the question. 'City box' is probably better worded than 'city radius'.
