I had plenty of navigatable rivers in my current game, so I decided to give Buganda another go in modern. Bad news was, there were no available lakes on my continent. Good news was, Isabella already settled two cities on the lakes that she was happy to share. Here's the state of my empire at the end of exploration era:
Baak' has two Lake (Coastal) tiles next to its center, Tikal has one - I've moused over to confirm they are lake and not wonky looking ocean. The unlock screen still says this:
The criteria is very clearly met. I even tried reloading and converting both to cities, to no avail. Is the detection broken on conquest, or is there a hidden aspect of the unlock that I am missing?
