Bugged Amenities

Has anyone else noticed that the amenities just never seem to be enough? I've focused very hard on them in this current empire, for example, one of my cities has the Estadio del Mericana or whatever the stadium is, as well as a fully developed entertainment complex, and I have access to like 11 different luxuries with duplicates in my empire, and I had a great person give +1 amenity to the city, and I control Zanzibar's cinnamon and cloves, and it was at -1 amenity.... Like WTH. Then, I looked at the city details for multiple cities, and it said "Amenities from City States: 0" I didn't know what to make of that since I clearly SHOULD have a butt load from those since they provide 6 amenities EACH, and I have none for some reason, so I saved and declared war on Zanzibar, and then suddenly my bs -1 amenity city was at 0... This is just one of a couple near-game breaking bugs I've found. One was when a city of mine was nuked, I repaired the wonder that was there, and instead of returning the wonder to normal, it repaired the wonder, and created an invisible duplicate on another tile, and I couldn't use the tile, which fudged my city, because that was the last tile I had to use and I had plans for it. Good job Sid Meier's, here's a hint, take your time on the next game.
 
Yeah that repairing a nuked wonder is a clear bug. Very annoying one.
But not sure that amenities is bugged. Many people do not like how the game automatically distributes amenities and it is true that sometimes you can get negatives where you do not want it. That is a bit unfortunate.
If you have long wars that may cause problems. I try to get entertainment centres and the Colosseum wonder to help out.
When I am suzerain of Zanzibar the cinnamon and cloves show up in the resource list I think
 
Yeah, that's what i'm saying, I'm the Suzerain, but i don't have those luxuries or the amenities provided by them, and i don't have them traded to someone for 30 turns, they're just not there for some reason. P.S. I know its not the distribution because its 2050 and every city has entertainment districts and ample luxuries and similar populations.
