BUGS - fog of war not disappearing, and AI (non) expansion

I am attaching a savegame from mine.
Just look near Japanese's Kyoto.
First of all, after 1500AD (IIRC), Japan is STILL stuck with 1 city, with all the space of the world to expand. What is his strategy? To lose the game?
Second, after I moved my scout near Kyoto, fog of war near my unit DIDN'T disappear!

Ok, I take it back the "fog of war" issue: it was just a mistake from mine (I confused some pillaged tiles with fog of war).
The expansion problem, however, remains.
