Build your friend's/ally's unique tile improvements

I subscribe to numerous mods and often lose track of which mods do what! Before the fall update, I was subscribed to a mod that allowed a player to build his/her ally's unique improvements. I don't remember which mod this was but I do vaguely remember it being an option in Advanced options. Does anyone know which mod I'm referring to?

If the community can't find any existing mod like this would any modder be willing to create a mod? I'll pay you.
