Builder Bug

I bought a tile, then I used a builder on the resource in the tile, and all the borders expanded as if I had used a settler to create a new city. You can see where the builder is on the cattle resource.

Not a bug. You're playing Australia, which has the ability to trigger a culture bomb (claiming surrounding tiles) when building pastures.
