Building and training that Costs Both Gold and Production Turns... NOT Either!!!

Since the dark days of civ4 I have wanted buildings and units to cost both a chunk of money and a few turns to build.
No hurrying but less waiting.

I was also hoping it would force the AI to use up their money on something, since I tend to disable Research Agreements and City States.

Has something similar been done somewhere for me to look at?
Is this even possible to do presently?
Round about how do you do it? Functions to use or whatever...:confused:
 
In SMAC you can make partitial payments.

That game was lightyears ahead in almost everything.

I suppose this is a full game version not a civ4 or 5 mod or anything like that?

I haven't been interested in trying futuristic mods for some reason.
One day I just started hating science fiction and loving history, it used to be the other way around.

So nobody can tell me at the very least if they think that it might be possible to make a mod like this?
