building as many cities as possible early with mongols

hello

i'm trying to build settlers as fast as i can so i can have many cities as possible in the early game.

to get a settler production bonus i'm trying to get two things:
- colonization card by researching early empire
- building ancestral hall on top of government plaza by researching state workforce

but to do this i need to research two things:
- early empire
- state workforce

and the problem is it takes way too long to research these two civics. i tried to took for ways to increase culture output and one way is to build theater square but drama and poetry civic comes after early empire and state workforce.

any suggestions are appreciated.
 
Mongols are designed for conquering not settling. Try a different civ, maybe? Rome gives a free monument every to you found a city as well as roads back to Rome.
 
To build the Ancestral Hall, you also need a government, so you also need Political Philosophy, so you need to meet 3 City-states.

Some map, like Pangea, allow to discover a second continent more easily, giving you the Foreign Trade inspiration.
Early pantheon may allow to gain a free Settler. If done early, you can have a civilization of 6 Populations more quickly (you don't need a city with 6 populations, but 6 populations in total so a 2 cities with 4 and 2 Populations work).
For State Workforce, I have no idea. You can either pray for a Tribal Village reward, capture a city with a district or build it yourself. You could build an Encampment for additionnal Production. Can be profitable if you manage to get 3 Envoys in some Military City-States.

The way to have Faith and Culture early is... to be lucky to be the one who find out the first City-States or have Faith / Culture luxury ressources nearby (like Hills / Forrest Silk / Dye). So maybe change the options and put the number of City-States to the maximum.

But the Mongols is all about conquer: send your trade to your next victim while building your cavalry.

i still need decent science/culture per turn because horseman gets old fast and knights/keshigs require a lot of science/culture to research them. otherwise the AI gets stronger units than you fast.
