Building choice quest not triggering on reload

I completed my first Institute on turn 161. In turn 162, the associated "The More You Know" choice quest triggered. Upon reloading the turn 161 autosave, the quest no longer comes up.

Not a bug, it pops up randomly and you got different result.

There's 5% chance on any turn for 1 BQ to pop up. There does not appear to be a maximum turn cap, so if you're very unlucky you could be waiting a long time for a particular BQ to arrive.
