Building gives 2 promotions

As implied from the title, is it possible for a building to give 2 promotions?

Not without using a Lua hack to award the second promotion. Although, you CAN mix things, things like promotion A is given by the building to units trained in this city, while the building also gives promotion B to units trained in every city. Since those use different stubs, they'd both work.
