Building Stonehenge but no stone.

So France is my opponent and they are building Stonehenge even though they have no stone next to it. I can't upload a .tga picture and I don't know how to convert it to something else.

Uploaded a save I made. There is a scout in Paris right next to it giving vision.

Continued more in the game and she completed Stonehenge. The only legit reason I can think of is if she settled on a stone tile but I don't know how to check that. I've settled on resources before and it would still show the resource for a little bit then disappear. Seemed to disappear after I built walls. She doesn't have any walls built though.

hover over the tile, Stone should appear on the tooltip
(another possibility is they started Stonehenge, and then harvested the Stone)
