Technology should matter again

I've heard it said that the AI just goes by what would give the highest yields and does not take into account the Unique Quarter benefits. Though it's also said that this might often be the right approach instead of blindly building Unique Quarters in every city (depending on the civ, of course).
The problem is if it puts one UB with another building then the other one can’t be used to make that high yield UQ

Yeah they mention that it could be a better strategy but I can't think of any time you would do better by separating the buildings. A few yields better sure, but the UQ bonuses are very good.

AI seems pretty good at building Punic Ports without messing them up with fishing quays, although they do sometimes. I'm guessing because there are much less water buildings.

The Chola Unique Buildings come to mind. I often find that the best tile for one of them is far from the best for the other, and the Unique Quarter benefits are not that great.
 
To add on, I have also seen other examples of very high yields for one Unique Building, but quite poor for the other on the same tile. I don't remember which exactly, but I think the British ones might have that issue as well.

Playing as Egypt, and if you don't want to build wonders in a city, there's no real point to keeping the buildings together. You could certainly have a case where your best desert tiles and your navigable rivers are far from each other, and want to build them separately.

There are other advantages to putting them together. You get a permanent quarter that survives the age transition and a great place to put specialists that will also continue to function after the age transition.
 
If the Unique Buildings are adding gold and happiness, though, I probably wouldn't place specialists on the Unique Quarter.
