Building the UN

Been a while since I've played the game, my current game I turned off diplo victory (or at least I thought I did) however the UN is still there so I need to figure out what to do about it.

If I build it, can I control when they go for votes for final leader and just keep putting it off? I have no interest in winning via diplo, but I don't want other civ's pushing the world to a vote.

If diplo victory is not enabled, there should be no vote.
