I built a sweeeet LOTR map from a stock large map saved from the game. Trying to add Civs to it (and eventually edit them to suit Middle Earth) but not all Civs are available! Tried re-saving in game with different civ lists and under a different name. Not working. How do I make all civs available in Worldbuilder?!
