maybe it's night vision binoculars with the caps on to protect the optics and he is watching through ordinary optics in the middle of the binoculars. it would however be very surprising if the us army is using such old technology.

Its likely altered. In another photograph taken in the the same place with the caps off, the straps holding the caps appear to be 3 times as long as they do in this photo.
