So, playing as India, with jerusalem 6 hexes or so from my capital, and without almost trying I was early generating shed loads of faith.

My religion was:
Pantheon: Stone Circles: +2 Faith from Quarries.
Founder: Monastic Isolation: Your Religion's pressure never drops due to losses in Theological Combat
Follower: Jesuit Education: May purchase Campus and Theater Square district buildings with Faith
Worship: Meeting House: +3 Faith; +2 Production

I had also built Stonehenge and Mahabodhi Temple.

The question is, At some point I was able to purchase a variety of buildings with faith namely:
- Ancient Walls (cost about 80 faith)
- Marketplace (about 160 faith IIRC)
- Monument
- and another early building, possibly water mill (I can't quite recall)

This was great for the new cities i was throwing out, and with the huge amount of faith I had in the bank. But at some point this ability disappeared. But I can't see why I was able to do this in the first place or why it went away? Is there a policy or gov't that allows this? Or is it a glitch because I had two religious beliefs that enabled some purchasing already, albeit not these items (none being theatre/campus specific)?

Did your city change religions or have no religion? The game won't let you purchase with faith unless your city has a religion. The AI is really good at spreading their religion so they might have wiped out your religion in that city.

All the cities had my own religion with decent pressure, no external pressure, in fact hadn't met the other civ in this game. It was still late classical or in the medieval era. I had about 8 cities at this stage.

Basically I WAS able to buy these buildings. How?

Then this ability disappeared. Why? (I was able still to buy other items where I ahd holy sites or a temple as the pre-requisite for the meeting house)

All followed my religion, and it had spread purely from pressure from the double 'holy city' effect of being the suzerein of Jerusalem and it being next door to my Capital.

I have an insane amount of faith with Russia (I had 2 lavras immediately up in my main tundra cities with the Dance of the Aurora pantheon, they had +6 and +7 adjacency bonus faith each) and have gotten in the habit of having 1-2 apostles on the board at all times, and sending out inquisitors with settlers. The apostles can be insanely good if you promote them

Were you also the suzerain of Valetta? They allow you to buy city centre buildings and walls with faith.

Theocracy allows land units to be bought. It doesn't say other things can be. And i don't think I opted for Theocracy, I went Classical republic --> Merchant Republic. Though i think I was still in Clasical Republic when i saw this happening.
