If you want to own a plot, you have to have a city with a cultural radius that includes the plot in its borders and either no competition, or more culture in the plot than the competition has.

Civ 5, where you buy land from... no one.
You send a contract to the Land Gods at the north pole via the "buy tile" button.
No, but your city's culture radius will expand as it grows in culture(IIRC in normal it's 10 culture-100 culture- 500 culture- 5000 culture-50000 culture). You could also use worldbuilder, but...who wants to cheat?
I asked that of one of the devs, and they said to think of it as paying money to have the land developed rather than buying it 'from' someone.
-- I'm still not convinced it's a good game mechanic.
