The C2C Rights Addon adds the Rights Civic which represents the gradual freedoms acquired throughout history, but as people gain more freedoms they tend to hate wars.

Simply, The Rights Civics recognizes adds =) and culture at a cost of war weariness, and provides benefits and negatives to certain buildings and units.

When people have freedoms they are able to create more art and culture from differrent perspective.
The upkeep represents the cost to enforce the specific right.

After Virtual Rights war weariness starts to go down, but it gets more expensive to maintain.

Hey what about Slavery!?
Property Rights and Social Class Rights will add benefits to Slavery and Caste.
Natural Rights will make it very  to have a Slavery or Caste.

Hey what about Patent rights and Religious rights!?
I think Patent Rights should go to the Economy Civic since it isnt a freedom per say.
Religious Rights should be in the Religion civic

Disclaimer
Anyone can work on a Right Civics seperately and use my ideas here to create it for any mod (even C2C) as long as I get credit for the idea. My only goal is to see a Rights Civic in C2C.

what about something like the right to make your own country without the government interfering. I asked my teacher one day
"How can you be free if you don't have the options at any time to walk away and create your own rules?"

That could give a huge popularity boost but at the same time there is a danger that your whole nation will crumble

In general if civics are no-brainer move to the next one when you get it then it should be part of the tech tree preferably as benefits on the existing tech. This goes for some of the core ones which could also be converted to tech benefits for the first parts such as agriclture and language.
