C3C question - monument when game starts?

I've just started playing a game of C3C and I have noticed a needle like monument next to where I spawn.
It has happened in a couple of games now and I think that it is a bug, so I restrted the game and it is there again. I can't click on it - wwhat is it?

You have "Victory Point Locations" enabled. It's just another way to win - everyone starts out with a Victory Point Location by their capital, and each turn you get one Victory Point for each VPL you have under your control until you hit the set number and win. Basically, take the enemy's capital and you get even more points, letting you win sooner.

I don't like it as a way to win, and personally, it shouldn't be a default setting, but for some reason it is.

just uncheck "victory point ascoring" in the game settings box (under the leaderhead) when you start your game
