c4 game not like tutorial

i carefully followed through the tutorial but i find the gamr does not seem the same-eg settlers are never allowed to found another city where you want one even on one's own land

i know everyone raves about c4 but i get well fed up with it at times - however i feel that i may get to like it when i get the hang of it- if i live that long

the only reasons I see for settler not being able to found cities are:
- settlers can't found cities within 1 or 2 spaces of other cities in the same landmass
- settlers can't found cities on other civ's territories

other that that I don't know. Perhaps you could take a screen of the situation and show it here (press print screen, and go the the screenshot folder, situated in Civilization 4 folder)

Cities can be founded on any land tile except mountains, as long as it is far enough from other cities. They can be founded on tundra and snow.

No cities allowed on Oasis tiles though, for some reason.
